Heavy rain and surface runoff triggered flash flooding across Kingsbridge on the morning of Thursday, August 27, prompting online concerns from residents questioning the effectiveness of the recently completed Fore Street culvert repair.
However, officials emphasise that the complex highway project was designed to replace deteriorating infrastructure, not serve as a town-wide flood alleviation scheme.
Devon County Council details confirm the project’s primary purpose was to structuralise the highway and prevent a catastrophic road collapse.
Addressing resident frustration over water overspilling from drains, Kingsbridge Town Mayor Cllr Julia Wingate clarified how the updated infrastructure performed:
“The new culvert carries the Eastern stream and the overflow from the Western leat and has a much higher capacity than the old stone culvert,” she said. “Based on how the water moved through town, it appears to have carried the flow away as swiftly as possible.”
Instead of a failed new culvert, the flooding was driven by an unprecedented combination of severe weather circumstances.
Following England's driest July on record - where rainfall fell to just 10% of long-term averages - prolonged drought left soils sun-baked and compacted. As Met Office and Government guidance notes, heavy rain on parched ground creates rapid surface runoff rather than absorbing into the earth.
Official Environment Agency monitoring shows nearby rainfall gauges recorded significant totals. Harbertonford Slipperstone recorded 22.97mm in six hours to 7.30am, while the Ivybridge Hanger Down gauge recorded 35.55mm over the same period.
This downpour, combined with dense summer growth, choked channels, causing the Western Backway leat to overspill debris and mud down Squeeze Belly Lane into Mill Street.
Clean-up crews were requested to clear mud from footpaths and roads, and the town council is requesting urgent silt removal along the Western leat.
Residents with property damage are asked to take photos and submit reports to Devon County Council’s Flood Risk Management Team to help inform future flood risk strategies.
