James Sterling Bunting, of the Great Gull, River Dart, writes: This is an open letter to Nigel Way, chairman of the Dartmouth Business Improvement District. He claims: 'The majority of local business voted to establish the BID.' Nigel, stop talking utter rubbish and face the facts: 17 per cent is certainly not a majority. Only those who thought they would benefit from the BID voted for the BID. Most of the other 83 per cent immediately thought it was a self-serving scam, not realising how the scam would work until it was too late. You could and should repair the damage already done to Dartmouth by having another vote immediately. Organise a postal vote and abide by the results or others may do it for you. We both know what the result of a properly informed vote would be. Mr Way has also said: 'The BID will benefit all local businesses in one way or another.' Nigel, I admire how you run the Royal Castle and wouldn't expect you to take my advice on its management. Please don't be so arrogant as to claim that you know how best to run my business. There will certainly be no benefit to me or most of the small companies trying to make a living in Dartmouth. South Hams Council has a duty to maintain accurate and up-to-date records for billing of business rates and the BID has failed in its duty to record such information properly. Although a business associated with me, Massage Chair Distributors, has as an occupant of business property in Dart-mouth offered to pay the BID levy if a bill is sent, one has not been sent. Why? Instead South Hams is determined to pursue me as if I was the occupier. Send the bailiffs – I am not in business and I don't morally owe the BID anything, no matter what you, South Hams Council or Plymouth magistrates say. After bailiffs called on an Old Market business, Mr Way said: 'We were unaware that those bailiffs would be visiting.' Nigel, why were you unaware? How could you be unaware? Although it has acted carelessly throughout the BID process, South Hams acts on your instructions. It wouldn't send in the bailiffs unless the BID had agreed to it. Don't blame South Hams for your own actions. Finally, nobody but a sucker would spend their own money on hawks to frighten seagulls – you only have to look at the reports from those who have. However, you seem to have found an easy way to spend our money on such nonsense.
