How does South Hams District Council continue to move in the opposite direction to most?

East Hampshire District Council hasn’t put up council tax for seven years, crucially without axing frontline services, and it is planning to abolish council tax altogether, whereupon 95 per cent of Councils are proposing to put up council tax by six per cent.

While local authorities wail about unavoidable cuts to frontline services, it’s still party time in the first class carriage of the municipal gravy train.

Perhaps a visit to East Hampshire might enlighten us as to how they do it?
