It seems to us that the very viability of the project is at risk and that the hurdles still needing to be jumped will introduce more cost, very significant delays and potentially higher build charges as a result of inflation. I am no accountant, but understand that few swimming pools are truly cost-neutral and often need the revenue from other leisure activities to balance the books. What happens to the plan if a bidder could not guarantee this requirement?
