MIKE HOPKINS, of Modbury, writes: Living on the dangerous bend that would become the entrance to the Modbury RA1 site, I join Gary Streeter in his anxiety about access. Indeed, a previous highways officer had actually said that access would not be possible, and the planning officer who gave consent to plans without access stated that 'access was only an aspiration'. In his letter to South Hams Council Planning, Mr Streeter also expresses concern over the likely loss of free parking at Palm Cross Green. The parish council seems to have forgotten that in the Modbury Messenger of March 2010, it said they had informed South Hams Council that the number of any car park spaces lost would have to be made good. It also seems to have forgotten that in the same article it stated that the car park itself would not be made available without further ­dialogue and a referendum with the public on its future. At the end of his letter he expresses concern that the parish council may not be accurately reflecting public opinion. I would also back him in this. It seems to me that at least some elements of the council have been pushing for large-scale development in the green fields to the west of Palm Cross. At about the time of my visit from Mark Lawrence advising me on the proposed similar previous development, in February 2009, the developers sent me their highways report. The second paragraph states that 'the planning authority are working closely with the ­developer and representatives of Modbury'. Without public consultation, the parish council in July 2014 wrote to the district council to ask for yet another 100 houses in Modbury by 2031. When challenged this was withdrawn. Despite no apparent public interest in a link road – between the A379 and Barracks Road – there has been frequent mention of it under the guise of more safety for the school access. In fact, it would allow easy access to further development north of the present proposed site. That there is parish council interest in this is borne out by the email exchange published on the South Hams Council application website: 'Associated documents' – February 4, 2015, 'Supporting Information Correspondence'. There are questions from Mark Lawrence to David Kenyon, the planning officer in charge of the development. Among the ordinary questions about RA1 that any concerned councillor would ask, are other unrelated ones: * 'Is the improvement in ­visibility at Palm Cross Green sufficient to allow further development post-2026 in the northern part of Modbury?' * 'Is the proposed access at Coppers Corner sufficient and will it be sufficient to cater for extra traffic in the longer term should the adjacent fields be developed?' * 'Is it true that Devon County Council Highways told Bloor engineers that a link road between Barracks Road and Coppers Corner – thus ­removing most traffic from past the school – was not feasible?'
