Council cash is being pumped into getting new affordable homes off the ground in the South Hams.
The loans of between £10,000 and £25,000 are aimed a bridging the financial gap for local housing groups to put together an affordable housing scheme.
The cash is being offered through The Community Housing Fund, which has just been launched by South Hams Council.
The money is for certain pre-development costs, such as architect, surveyor or planning application costs.
Jonathan Hawkins, South Hams Council's executive councillor for affordable housing, said: 'It can be hard for community organisations to raise all the funds from donations and grants.
'Our aim is to make it easier for local groups, such as Community Land Trusts, to bring forward schemes and spread costs.
'The Community Housing Fund could act as a key to unlocking affordable housing.
'But there are rules about which groups can apply, so get in touch with the council.'
