Cllr George Rosevear, of Modbury Parish Council, writes: It is interesting that amid the noise and heat generated by members of Modbury First and others, that no one really took note of the quiet and cool exuded by the deliberations of Modbury Parish Council. Even more surprising as one in their midst had been a member of the Palm Cross Green RA1 site steering group. Throughout its time this steering group met and coordinated the public dissemination of information in the form of drop-ins, a design day, a community survey and public meetings in order to arrive at the preferred options for the development. The key reservations were always apparent and uppermost in the minds of the whole RA1 steering group. Only when the landowner sought an alternative builder by tender did the steering group lose its controlling influence over the development. The selected builder, Bloor Homes, organised its own public consultations. Even so, the members of the parish council sustained the force of their reservations. South Hams Council's local development framework enshrines the right for development on this site, which was endorsed by a central government planning inspector in November 2010, which in turn led to the site's adoption by the district council in February 2011. The parish council, with the fullest complement of members entitled to vote present, has seen fit, in open meeting, to recommend unanimously the refusal of this application and has set out its various reasons to South Hams Council. So, far from being in the thrall of Bloor Homes, the parish council has stuck to its principles throughout and has reflected the wishes of the majority of its parishioners in its recommendation, which is refusal of the application and the reasons for the refusal.
