The body of a female holidaymaker from Huddersfield has been found in the water off Brixham Environmental Laboratory.
Police say the woman, in her 40s, was discovered at about 5.45am on Sunday, August 11.
A man, in his 60s, was located on the rocks nearby with multiple injuries.
He was taken to Derriford Hospital in Plymouth where he remains in a serious condition.
Police said the pair had travelled down to Devon from West Yorkshire with their pet dog.
The woman’s death is being treated as unexplained, but it is not thought to be suspicious.
A file is being prepared for the coroner and her next of kin have been informed.
Det Insp Dawn Periam said: “We are continuing to investigate the circumstances around this incident and our inquiries remain ongoing into when and where these two people entered the water.
“The man and woman are believed to have been visiting Devon from Huddersfield together, with their dog who has been taken into the care of kennels.
“We’re keen to hear from anyone who was in the area of Brixham Laboratory, Oxon Cove and Freshwater Quarry Car Park between 10pm on Saturday, August 10 and 5.45am on Sunday, August 11.”
